The Cooperative principles are traced to their implications to the fundamental ideals and values from which they stem, and their practical application to Cooperatives.Thus, it helps to understand, the profound significance of the cooperative principles as an economic ideology; something which is lost nowadays in loud proclamations.

The book has been previously reviewed by Kevin Kingsland, Director (Asia)TSR International Management Consultants; who has expressed his joy in reading the book. The book begins with the nature of Public Administration and the important management techniques in vogue, Organization, Personnel, and human behavior, Leadership, Ethics and Ethos, Management by Objectives, Effectiveness and Efficiency, various techniques including Management by Objectives, Performance Budget and Auditing, ICT and MIS, Productivity and Reforms in Public Administration. The author makes the reader think on issues like what would constitute ethical behavior and the weaknesses of the system. Whether ethical standards could be raised thru training or is it the consequence of upbringing? Performance Budgets are not merely a prefix, but it is a qualitative difference that is involved in adopting these techniques. Are they being gainfully used?

The chapters are sequential and methodical, and there is a link in the thoughts between two chapters. Hence it makes easy and delightful reading!

The Author, was the Vice Chancellor., from 1990-95, and reminiscences of building the University on its beautiful campus. In a small state like Goa, which was under the Portuguese rule for 450 years, to set up a modern university was a daunting task. Reflecting on its history, culture, language- Portuguese and Konkani, the perceptions and attitudes of its people the affiliated colleges and lastly the politics in the State, were the challenges faced in building a new university in a new campus. He elaborates on the initiatives like the Konkani Lexicography workshop, reforms taken in timely conduct of exams, Management of human resources, infrastructure developments and other University activities. He gives an account of the visit of the Portuguese President Dr Suares. The Campus came up on the plateau, overlooking the Zuari river, the sea and the city of Vasco beyond. Truly, it catches the imaginations of the reader!

An autobiographical account, of joining the prestigious Indian Administrative Service as a probationer at the Metcalfe House in Delhi; which later was transformed into the National Academy of Administration and shifted to Charlville, Mussorie. Having given the choice of joining the Karnataka cadre, he gives an account of his experiences during service beginning as a Sub-divisional Officer(SDO) in Davangere, Pandavpura, Deputy Commissioner, Raichur , and Deputy Development Commissioner in the Vidhan Soudha, Bangalore. His deputation at the National Institute of Community Development, Mussorie, before joining the London School of Economics as a British Scholar. Returning from LSE, his postings were in the Central Ministry. In Government of Karnataka he served as Secretary, Administrator, Malaprabha and Ghataprabha Projects, Dharwar, Divisional Commissioner, Belgaum. After serving in the State, he was posted to the Union Government of India as Joint Secretary in the Department of Cooperation, Establishment Officer in the Department of Personnel & Training, Additional Secretary, Ministry of Agriculture, and Secretary, (Coordination), Cabinet Secretariat. In between, as an Institution Builder, he set up the Vaikunth Mehta National Institute of Cooperative Management, Pune as its Founding Director. He also headed the Indian Institute of Public Administration, New Delhi.

In 2010, for his distinguished service of 35 years, as a career civil servant, the Government of India honored him with the citation of Padmabhushan.
